All references to time in the RFP are references to the time in the City of Vancouver, as indicated in the electronic timestamp the Proposal receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.

SUBMISSION OF PROPOSALS

Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 (the “Closing Time”).

Each Proponent should submit its Proposal by email in accordance with the following:

Subject of the file to be: PS# - Title – Vendor name.

Document format for submissions:
RFP Part C in PDF format – 1 combined PDF file,
Appendix 3 (pricing tab) in Excel format, and;
Any other attachments if necessary

Zip the files to reduce the size or email separately if needed.

Send your submissions to Bids@vancouver.ca do not deliver a physical copy to the City of Vancouver.

If you did not receive an automated email within few minutes, check your junk folder first, and then contact Purchasing@vancouver.ca

Submitting the files via Drop box, FTP, or similar programs, is not acceptable.

To be considered by the City, a Proposal must be submitted in the form set out in Part C (the “Form of Proposal”), completed and duly executed by the relevant Proponent.

Proposals received after the closing time may be returned unopened.

Faxed proposals will not be accepted.

General Description of Requirement

Sea2City: Coastal Design Challenge (Sea2City) is a new kind of engagement and design program for flood management. It is comprised of three phases:

Phase 1 – Establishing the Roadmap for Phase 3 and planning a Priming Engagement Program (Dec 2019 – March 31 2020);
Phase 2 – Implementing Priming Engagement Program (April 2020-Sept 2020); and
Phase 3 – Engagement and Design Challenge Program (Fall 2020- Dec 2021).

This scope of work addresses Phase 1 and Phase 2. Phase 2 is contingent on funding approval by the Vancouver’s City Council.

For Phase 1 and Phase 2, a Consultant team will be retained to work with City staff and project partners to create a Roadmap for Phase 3 of Sea2City (Phase 3). As part of Phase 1, City staff and project partners will be brought together over two to five workshops to develop guiding principles, objectives, desired outcomes, and structure of Phase 3.

Phase 1 will also include the creation of a priming engagement plan, based on the 2018 Fraser River work, for False Creek and the Fraser River foreshore, with input from City Plan staff and other collaborators such as Musqueam, as appropriate. An engagement plan for Musqueam IR2 will also be created. This work will be led by Musqueam staff and supported, as needed, by City staff. The priming engagement work will include creation of communication, engagement, and other supportive materials. As part of Phase 1, a chainage reference system will also be created for False Creek based on the Fraser River chainage system.

Phase 2 will deliver the implementation of the Priming Engagement Program and will include a public kickoff event in 2020 to launch the priming engagement efforts and Sea2City in a broad sense. Summary reports of engagement process and results will be key deliverables of Phase 2.
