3:00:00 pm (Local Vancouver Time), Friday, August 30, 2019

All references to time in the RFP are references to the time in the City of Vancouver, as indicated in the electronic timestamp the Proposal receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.

SUBMISSION OF PROPOSALS

Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 above (the “Closing Time”).

Each Proponent should submit its Proposal by email in accordance with the following:

(a) The subject of the email to be: “PS20190834 - RFP - Outreach and Education for Single- Use Item Reduction Strategy By-laws – <Your organization’s name>”.

(b) Document format for submissions:

i. RFP Part C in PDF format – One combined PDF file,

ii. Appendix 3 (Commercial Proposal) in Excel format as a separate file, and;

iii. Any other attachments if necessary.

(c) Zip the files to reduce the size or email files separately if needed.

(d) Please send your submissions to Bids@vancouver.ca; do not deliver a physical copy to the City of Vancouver.

(e) If you do not receive an automated email within few minutes of sending your
submission, check your junk folder first, and then contact Purchasing@vancouver.ca.

(f) Submitting the files via Drop box, FTP, or similar programs, is not acceptable.

4.3 To be considered by the City, a Proposal must be submitted in the form set out in Part C (the“Form of Proposal”), completed and duly executed by the relevant Proponent.

4.4 Amendments to a Proposal may be submitted via the same methods, at any time prior to the Closing Time.

4.5 Proposals are revocable and may be withdrawn at any time before or after the Closing Time.

Proposals received after the closing time may be returned unopened.

Faxed proposals will not be accepted.

General Description of Requirement

The purpose of this Request for Proposals is to retain a consultant with the ability to create and implement a stakeholder outreach and education plan to support the execution of the City’s Single-Use Item Reduction Strategy.

The primary objective of this project is to distribute communications assets to help stakeholders (businesses, non-profits, institutions) comply with upcoming single-use item by-laws and raise awareness with community groups such as multi-cultural groups, youth groups, environmental groups, etc. (The communications assets that will be distributed are being created and produced under a separate contract, RFP PS20190833, for a single-use item strategic communications plan, which closed on July 4, 2019).

The stakeholder outreach and education plan and delivery will be split into three stages. Stage 1 includes the upcoming bans on polystyrene foam cups and foam take-out containers which takes effect January 1, 2020. Stage 2 includes a ban on plastic straws, which is scheduled to begin in April 2020 and subject to Council’s approval of the by-law. Stage 3 includes plastic and paper shopping bags, disposable cups and single-use utensils, also subject to Council’s approval of the by-law.

The successful Proponent will support the City’s Communications Coordinator II (Engineering, Zero Waste and Resource Management) and the Senior Project Manager for the Single-Use Item Reduction Strategy.
