“Vancouver Time” will be conclusively deemed to be time in the City of Vancouver, as indicated in the electronic timestamp the Quotation receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.
Quotations should be submitted by email prior to the Closing Time in accordance with the
Subject of the file to be: PS# - RFQ - Title - Vendor name.
Document format for submissions:
-PDF format – 1 combined PDF file.
-Table of Prices – Excel spreadsheet
Zip the files to reduce file size if needed.
Send your submissions to Bids@vancouver.ca do not deliver a physical copy to the
City of Vancouver.
Submitting the files via Drop box, FTP, or any other method, is not acceptable.
Due to cybersecurity concerns, the City of Vancouver will quarantine any inbound
email with attachments not in PDF or Microsoft Office formats which will result in
non-delivery to Supply Chain Management and will be deemed not submitted. Noncompliant file formats will be detected and quarantined even if they are compressed,
zipped, renamed, and include password protected zipped files.
The maximum number of attachments allowed in an email message is 250
The maximum size limit for an email message, including all attachments, is 20MB
Quotations received after the closing time may be returned unopened.
Fax quotations will not be accepted.

General Description of Requirement
The City of Vancouver (the “City”) is seeking quotations to determine if it will enter into
one or more contracts in respect of supply and delivery geomaterial for Vancouver landfill.
Vendors should carefully review Appendix 1 – Requirements for a detailed description of the City’s requirements.
City of Vancouver at the location of Vancouver Landfill needs geotextile and Geogrid material in certain specification (as per 8.0 Additional Documents) to complete Stage 3 and Stage 4 of the project Upgrade Existing Compost Facility. Geotextile and Geogrid material is necessary for installation as a part of asphalt profile placed in Vancouver Landfill Compost site. This material will be used in Stage 3 (2021) and Stage 4 (2022) of project Upgrade Existing Compost Facility. Project budget is part of WBS CEG-00045 (Upgrade Existing Compost Facility). Area left to be paved is 23,000m^2, and will be completed in Stage 3 (2021) and Stage 4 (2022).
