3.“Vancouver Time” will be conclusively deemed to be time in the City of Vancouver, asindicated in the electronic timestamp the Quotation receives upon delivery to the emailaddress specified herein, which is in turn synchronized to Network Time Protocol (NTP)provided by the National Research Council of Canada adjusted to local Pacific TimeZone.

CLOSING LOCATION

Quotations should be submitted by email prior to the Closing Time in accordance withthe following:

•Subject of the file to be: PS# - Title – Vendor name.

•Document format for submissions:

oRFQ Part C in PDF format – 1 combined PDF file.

•Zip the files to reduce the size or email separately if needed.

•Send your submissions to Bids@vancouver.ca; do not deliver a physical copy to theCity of Vancouver.

•If you did not receive an automated email within few minutes, check your junk folderfirst, and then contact Purchasing@vancouver.ca.

•Submitting the files via Drop box, FTP, or similar programs, is not acceptable.

Quotations must be marked with the vendor’s name and the RFQ title and number.

Quotations received after the closing time may be returned unopened.

General Description of Requirement

The City of Vancouver (the “City”) is seeking quotations to determine if it will enter into one or more contracts in respect of Vancouver Community Action Team (CAT) Coordinator.

The purpose of the Vancouver CAT, which includes approximately 80 individuals from over 25 organizations, is to promote collaboration, discussion and decision-making related to the overdose response within Vancouver. The Vancouver CAT is looking for an experienced project coordinator to assist with its on-going coordination needs, including organizing key working groups to execute the CAT’s priority actions. Reporting to the City of Vancouver’s Social Policy and Projects team, and the CAT planning committee, the CAT Coordinator will facilitate and coordinate CAT meetings. The Project Coordinator has the necessary skills to navigate a diverse stakeholder landscape of substance use services and community non-profits, and will play a central role in supporting the various CAT working groups, and the overall governance structure of the team. The Project Coordinator will also be required to budget, track CAT expenses, and consult with community groups and health care professionals as required.

The CAT Coordinator will work from home using their own computer and phone, and will be supported and supervised by a City Staff member. The CAT Coordinator will work 3-4 days per week, as agreed upon by the CAT Coordinator and CAT Co-Chairs. All deliverables will be completed by August 31, 2020.
