-Appendix 2 – Supplier Code of Conduct
-Appendix 4 – Certificate of Insurance
Zip the files to reduce the size or email separately if needed.
Send your submissions to Bids@vancouver.ca do not deliver a physical copy to the
City of Vancouver.
If you did not receive an automated email within few minutes, check your junk folder
first, and then contact Purchasing@vancouver.ca
Submitting the files via Dropbox, FTP, or similar programs is not acceptable.
Quotations must be marked with the vendor’s name and the RFQ title and number.
“Vancouver Time” will be conclusively deemed to be time in the City of Vancouver, as
indicated in the electronic timestamp the Quotation receives upon delivery to the email
address specified herein, which is in turn synchronized to Network Time Protocol (NTP)
provided by the National Research Council of Canada adjusted to local Pacific Time
Zone.
DO NOT SUBMIT QUOTATIONS BY FAX.
Quotations received after the closing time may be returned unopened.
Fax quotations will not be accepted.

General Description of Requirement
The City of Vancouver (the “City”) is seeking quotations to determine if it will enter into one or more contracts in respect of the development of an intersectional policy framework to be applied to ongoing strategic planning processes.
This Request for Quotation (“RFQ”) identifies an opportunity for the successful Vendor to develop
a comprehensive Intersectional Policy Framework for the City to apply in ongoing strategic
planning processes. While the City has undertaken considerable work to integrate equity and
inclusion in municipal responses, it has been determined that a departmental tool, designed to
identify the cumulative effects of convergent social issues, would better equip staff to take a more
intentional approach to policy development.
Vendors should carefully review Appendix 1 – Requirements for a detailed description of the City’s requirements.
