All enquiries must be made in writing and are to be directed only to the above contact person. In-person or telephone enquiries are not permitted. Any communication from potential Proponents to City staff other than the contact person regarding the content of this RFP may lead to disqualification of the Proponent from this RFP process, at the City’s sole discretion.

All references to time in the RFP are references to the time in the City of Vancouver, as indicated in the electronic timestamp the Proposal receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.
SUBMISSION OF PROPOSALS
Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 (the “Closing Time”).
Each Proponent should submit its Proposal by email in accordance with the following:
Subject of the file to be: PS# - RFP - Title - Vendor name.
Document format for submissions:
-RFP Part C in PDF format – 1 combined PDF file,
-Appendix 3 (pricing tab) in Excel format, and;
-Any other attachments if necessary
Zip the files to reduce the size or email separately if needed.
Send your submissions to Bids@vancouver.ca do not deliver a physical copy to the City of Vancouver.
Submitting the files via Drop box, FTP, or similar programs, is not acceptable.
To be considered by the City, a Proposal must be submitted in the form set out in Part C (the “Form of Proposal”), completed and duly executed by the relevant Proponent.
Proposals received after the closing time may be returned unopened.
Faxed proposals will not be accepted.

General Description of Requirement
The RFP concerns the City’s interest in procuring de-icing salt on an as if and when needed contract with one (1) primary and one (1) secondary/tertiary supplier.
The City has a commitment to treat pedestrian pathways, bike lanes, arterial streets, bridges and collector routes for snow and ice and has the following Requirements:
The City requires de-icing salt that must be sodium chloride, Type 1, Grade 1, conforming to the latest revision of ASTM standard specifications D632 without caking agent. Non-desirable ingredient(s) in the product, at the sole opinion of the City, could be factored in the evaluation and assessment process.
(a) A technical report must be supplied with the proponent’s submission including gradation and chemical analysis of the proposed product.
(b) A sample of the material proposed will be supplied to the City’s Material Testing Lab within ten (10) business days of written request. The sample shall be of sufficient size to establish the gradation and moisture content. During the course of the contract, the City will conduct random testing on salt supplied to the City’s delivery locations or at the vendor’s stockpiles.
(c) During severe weather the demand for salt may occur twenty-four (24) hours a day including weekends and statutory holidays. General demand falls between October 1 and April 15.
(d) The City is seeking a Primary Supplier to reserve 8,000 tonnes and a Secondary/Tertiary Supplier to reserve 2,000 tonnes of chemical grade de-icing salt for the Cities use for year of the contract.
