3:00:00 pm (Local Vancouver Time), Thursday, September 23, 2021

All references to time in the RFP are references to the time in the City of Vancouver, as indicated in the electronic timestamp the Proposal receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.

SUBMISSION OF PROPOSALS

Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 above (the “Closing Time”).

Each Proponent should submit its Proposal by email in accordance with the following:

Subject of the file to be: PS# - RFP - Title - Vendor name.

Document format for submissions:
-RFP Part C in PDF format – 1 combined PDF file,
-Appendix 3 (pricing tab) in Excel format, and;
-Any other attachments if necessary

Zip the files to reduce the size or email separately if needed.

Send your submissions to Bids@vancouver.ca do not deliver a physical copy to the City of Vancouver.

Submitting the files via Drop box, FTP, or similar programs, is not acceptable.

Due to cybersecurity concerns, the City of Vancouver will quarantine any inbound email with attachments not in PDF or Microsoft Office formats which will result in non-delivery to Supply Chain Management and will be deemed not submitted. Non-compliant file formats will be detected and quarantined even if they are compressed, zipped, renamed, and include password protected zipped files.

The maximum number of attachments allowed in an email message is 250 attachments.

The maximum size limit for an email message, including all attachments, is 20MB per message

To be considered by the City, a Proposal must be submitted in the form set out in Part C (the “Form of Proposal”), completed and duly executed by the relevant Proponent.

Amendments to a Proposal may be submitted via the same methods, at any time prior to the Closing Time.

Proposals are revocable and may be withdrawn at any time before or after the Closing Time.

Proposals received after the closing time may be returned unopened.

Faxed proposals will not be accepted.

General Description of Requirement

The City of Vancouver, as represented by its “Board of Parks and Recreation” or “Vancouver Park Board” is seeking a multi-disciplinary consultant team (“Consultant Team”) to lead the park design and construction process for a new park in the East Fraser Lands neighbourhood. This Consultant Team must be led by a registered landscape architect with demonstrated prior experience in leading park development projects of similar scale and value (“Consultant”). The team is to be comprised of the following disciplines:

a)a landscape architect that is a registered member of the British Columbia Society of Landscape Architects;

b)a civil engineer (Accredited Professional Engineer by the Association of Professional Engineers and Geoscientists of British Columbia);

c)a structural engineer (Accredited Professional Engineer by the Association of Professional Engineers and Geoscientists of British Columbia); and

d)an irrigation designer accredited by the Irrigation Industry Association of British Columbia (“IIABC”) with experience of irrigation powered by both batteries and solar panels.

The Proponent is welcome to propose other members and disciplines within its Consultant Team but these additions must be qualified in the proposal.

Information Meeting

An information meeting (the “Information Meeting”) will be held to enable Proponents to seek clarification with respect to any aspect of the RFP in a group forum. The details are as follows:

Potential Proponents are encouraged to read the RFP and submit any questions relating to the RFP to the Contact Person prior to the Information Meeting.

Potential Proponents interested in attending the Information Meeting should pre-register for the Information Meeting by completing and submitting the form contained in Appendix 1 to Part A by e-mail to jim.lowood@vancouver.ca on or before the time and date specified in Section 2.1

The City will in good faith attempt to give accurate oral responses to questions posed during the Information Meeting but Proponents are advised that they may only rely on the written information contained herein or in documents posted to the City’s website, as described in Section 5.2
