All references to time in the RFP are references to the time in the City of Vancouver, as indicated in the electronic timestamp the Proposal receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.

CLOSING LOCATION

Proponents should submit their proposals on or before 3:00pm on the 23rd day of February, 2021 (the “Closing Time”) by email in accordance with the following:

-RFP Part C in PDF format – 1 combined PDF file,
-Any other attachments if necessary

Zip the files to reduce the size or email separately if needed.

Send your submissions to Bids@vancouver.ca do not deliver a physical copy to the City
of Vancouver.

Submitting the files via Drop box, FTP, or similar programs, is not acceptable.

To be considered by the City, a Proposal must be submitted in the form set out in Appendix 1 (the “Proposal Form”), completed and duly executed by the relevant Proponent.

Proposals received after the closing time may be returned unopened.

Faxed proposals will not be accepted.

General Description of Requirement

The City of Vancouver (the “City”) is seeking Proposals to determine if it will enter into a contract in respect of site described equipment upgrades at it’s Vernon Silt Recovery Facility (VSRF).

The City of Vancouver (CoV) owns and operates the VSRF located at 1599 Vernon Drive, under the east end of the Grandview Viaduct. Established in 2003, the facility stockpiles and dewaters road construction materials extracted through an assortment of public works activities such street sweeping, catch-basin cleaning, and hydro-excavation. The VSRF is beneficial as it provides a centralized depot for city run and hired equipment to dump spoils. Equipment can then quickly return to localized work sites as opposed to the extended travel times associated with driving outside the city boundaries to unload. As a result, this improves equipment utilization, reduces operating costs, and reduces greenhouse
gas (GHG) emissions.

The City is looking to improve its ability to increase the dewatering process for dumped material at the Vernon Silt Recovery Site and maximize material processing and on-site storage capacities.
