All references to time in the RFP are references to the time in the City of Vancouver, as indicated in the electronic timestamp the Proposal receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.

SUBMISSION OF PROPOSALS
Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 above (the “Closing Time”).
Each Proponent should submit its Proposal by email in accordance with the following:
Subject of the file to be: PS# - Title – Vendor name.
Document format for submissions:
-RFP Part C in PDF format – 1 combined PDF file,
-Appendix 10 - Operating Budget and Project Cash Flow in Excel format, and;
-Any other attachments if necessary,
Zip the files to reduce the size or email separately if needed.
Send your submissions to Bids@vancouver.ca do not deliver a physical copy to the City of Vancouver.
Submitting the files via fax, Drop box, FTP, or similar programs, is not acceptable.
To be considered by the City, a Proposal must be submitted in the form set out in Part C (the “Form of Proposal”), completed and duly executed by the relevant Proponent.
Proposals received after the closing time may be returned unopened.
Faxed proposals will not be accepted.

General Description of Requirement
By this Request for Proposals (“RFP”) the City is seeking to select a social housing partner to operate a twenty-four (24) room non-market singe room occupancy (“SRO”) hotel known as Ross House, located at 313 Alexander and the adjacent parking lot at 309 Alexander. The properties are located in the Downtown Eastside on the traditional unceded territories of the Squamish, Musqueam, and Tsleil- Waututh First Nations, and specifically in the Powell Street area which has strong ties to the Indigenous community and Japanese Canadian history and culture.
The social housing partner will take over the management of Ross House and will prioritize clients who are 2SLGBTQ+ and/or gender diverse individuals, populations that remain disproportionately represented for those experiencing homelessness. The City is seeking an operator with experience with this tenant population, as well as knowledge, skills, and/or interest in working with the Japanese-Canadian community in the area.
