3:00:00 pm (Local Vancouver Time), Tuesday, June 2, 2020

All references to time in the RFP are references to the time in the City of Vancouver, as indicated in the electronic timestamp the Proposal receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.

SUBMISSION OF PROPOSALS

Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 (the “Closing Time”).

Each Proponent should submit its Proposal by email in accordance with the following:

Subject of the file to be: PS# - Title – Proponent name.

Document format for submissions:

-RFP Part C in PDF format – 1 combined PDF file,
-Appendix 3 (pricing tab) in Excel format, and;
-Any other attachments if necessary

Zip the files to reduce the size or email separately if needed.

Send your submissions to Bids@vancouver.ca do not deliver a physical copy to the City of Vancouver.

Submitting the files via Drop box, FTP, or similar programs, is not acceptable.

To be considered by the City, a Proposal must be submitted in the form set out in Part C (the “Form of Proposal”), completed and duly executed by the relevant Proponent.

Do not send by fax.

Proposals received after the closing time may be returned unopened.

Faxed proposals will not be accepted.

General Description of Requirement

The purpose of this RFP is to obtain a supplier(s) with the capability to efficiently and cost effectively provide Remote Water Level Monitoring System to the City for its Engineering department, as per the requirements and specifications set out herein.

This initiative will identify Proponents providing best and leading practices to increase procurement efficiency, maintain and improve service and product quality, sustainability and capable of supplying all or a large part of the requirements. Thus, it is paramount the successful Proponent(s) be able to meet the City’s requirements, comprehensively describe its
highest level of service, product offerings and competitive prices.

Information Meeting

A Virtual information meeting (the “Information Meeting”) will be held to enable Proponents to seek clarification with respect to any aspect of the RFP in a group forum. The details are as follows:

Date:       as specified in Section 2.1
Time:       as specified in Section 2.1
Location: Virtual Information Meeting (via Web-ex)

Potential Proponents are encouraged to read the RFP and submit any questions relating to the RFP to the Contact Person prior to the Virtual Information Meeting.

Potential Proponents interested in attending the Virtual Information Meeting should preregister for the Virtual Information Meeting by completing and submitting the form contained in Appendix 1 to this Part A by by e-mail to jason.lo@vancouver.ca on or before the time and date specified in Section 2.1

Prior to the Virtual Information Meeting, the Project Manager will put together a brief video footage highlighting the scope of services that will be involved for the remote water level monitoring system at the Vancouver Landfill, Delta, British Columbia. The video will consist of a virtual walk-thru to different areas of the Landfill and describing the services that will be required. On the day of the virtual information meeting, Proponents will login to the Cisco Web-ex Video Conferencing Platform. The Project Manager will provide commentary on the site and will also share the photos of the site together with a brief PowerPoint presentation during the Web-ex session. The Web-ex session will address any questions, but Proponents are encouraged to send formal questions by e-mail to the Contact Person specified on this RFP. Upon request, uploads of the video footage of the Vancouver Landfill highlighting the scope of services may be shared to all vendors on an FTP site for a limited time period.
