All references to time in the RFP are references to the time in the City of Vancouver, as indicated in the electronic timestamp the Proposal receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.

SUBMISSION OF PROPOSALS

Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 above (the “Closing Time”).

Each Proponent should submit its Proposal by email in accordance with the following:

-RFP Part C in PDF format – 1 combined PDF file,
-Appendix 3 (pricing tab) in Excel format, and;
-Any other attachments if necessary
-Zip the files to reduce the size or email separately if needed.

Send your submissions to Bids@vancouver.ca do not deliver a physical copy to the City of Vancouver.

Do not send by fax.

To be considered by the City, a Proposal must be submitted in the form set out in Part C (the “Form of Proposal”), completed and duly executed by the relevant Proponent.

Proposals received after the closing time may be returned unopened.

Faxed proposals will not be accepted.

General Description of Requirement

The City of Vancouver (the “City”) is seeking to retain a professional consultant (the “Consultant”) to develop a City-wide action and strategic investment plan to guide policy, regulation, advocacy and long range investments in sewer and stormwater management for the City.

The project will be carried out in two sequential parts:

(a) the first part will be the carrying out of an assessment of the current state of the City’s sewer and stormwater systems and their connections with regional systems and the development and preparation of a plan identifying short term priority actions to advance the City and its partners towards their goals (“Part I”); and

(b) the second part, which, prior to commencement, will be subject to further Council approval and authorization, will be the development of a comprehensive, long term City-wide sewerage and rainwater management plan based on a multi-stakeholder consultation process and appropriate level of analysis to inform strategic investments in green and grey infrastructure, watershed planning frameworks, policy regulation and other actions needed to achieve future objectives (“Part II”).

Both parts will require engagement with key partners and stakeholders and will align with relevant parallel City and Regional processes, namely the development of the Vancouver Plan and the update to the Metro Vancouver Integrated Liquid Waste Resource Management Plan. This project will be rooted in a One Water approach to planning. As such groundwater implications and synergistic opportunities related to conservation of potable water & delivery of non-potable water services and infrastructure will be considered.

Information Meeting

An webex information meeting (the “Information Meeting”) will be held to enable Proponents to seek clarification with respect to any aspect of the RFP in a group forum. The details are as follows:

9:00 am – Monday, July 6, 2020

Webex Information Meeting:
10:00 am to 11:30 am – Wednesday, July 8, 2020

Webex Details: To be provided by email two (2) days prior to the Information Meeting to the Respondents of Appendix 1 to Part A.

Potential Proponents are encouraged to read the RFP and submit any questions relating to the RFP to the Contact Person prior to the Information Meeting.

Potential Proponents interested in attending the Information Meeting should pre-register for the Information Meeting by completing and submitting the form contained in 0 to Part A by e-mail to harinder.kainth@vancouver.ca on or before the time and date specified in Section 2.1
