3:00:00 pm (Local Vancouver Time), Tuesday, July 21, 2020
All references to time in the RFP are references to the time in the City of Vancouver, as indicated in the electronic timestamp the Proposal receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.
SUBMISSION OF PROPOSALS
Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 above (the “Closing Time”).
Each Proponent should submit its Proposal by email in accordance with the following:
Subject of the file to be: PS# - Title – Vendor name.
Document format for submissions:
-RFP Part C in PDF format – 1 combined PDF file, including Any other attachments if necessary;
-RFP Part C Appendix 2 Section G - Detail Technical Questionnaire for Technology Services in Excel format; and
-RFP Part C Appendix 3 - Commercial Proposal in Excel format.
Zip the files to reduce the size or email separately if needed.
Send your submissions to Bids@vancouver.ca do not deliver a physical copy to the City of Vancouver.
Submitting the files via Drop box, FTP, or similar programs, is not acceptable.
Proposals received after the closing time may be returned unopened.
Faxed proposals will not be accepted.

General Description of Requirement
The City is seeking a 3rd party energy and water utility vendor to provide a submetering program for City owned properties. The first phase of this program is to provide submetering and billing services for approximately 26 existing facilities or approximately 145 meter points across multiple tenants of varying business operations types. The successful proponent shall have extensive experience with utility submetering operations management, customized reporting, accounting and billing services, and utility governing bodies such as Measurement Canada, and the British Columbia Utilities Commission.
Depending on the result of the first phase, , and at the discretion of the City, the second phase would be adding additional submeters and billing services to other City facilities or electric vehicle (EV) charging stations on an ongoing and as needed basis. There are potentially another 500 tenants and EV charging stations that may be added to this submetering program in phase 2.
