All references to time in the RFP are references to the time in the City of Vancouver, as indicated in the electronic timestamp the Proposal receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.
SUBMISSION OF PROPOSALS
Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 (the “Closing Time”).
Each Proponent should submit its Proposal by email in accordance with the following:
Subject of the file to be: PS#20191472 – Sustainable Mode Share Trends – Vendor name.
Document format for submissions:
-RFP Part C in PDF format – 1 combined PDF file,
-Appendix 3 (pricing tab) in Excel format, and;
-Any other attachments if necessary
Zip the files to reduce the size or email separately if needed.
Send your submissions to Bids@vancouver.ca do not deliver a physical copy to the City of Vancouver.

Submitting the files via Drop box, FTP, or similar programs, is not acceptable.

General Description of Requirement
The City of Vancouver seeks to engage a Consultant to assess sustainable mode share trends and how these might project into the future up to a 2050 time horizon.
The City of Vancouver seeks to assess sustainable mode share trends and how these might project into the future up to a 2050 time horizon. The City is embarking on the Vancouver (City-wide) Plan process and Council recently approved the City’s Climate Emergency Response, which advances the Transportation 2040 mode share targets by 10 years (from 2040 to 2030). It is within the context of these significant planning processes that the City wishes to understand probable mode share trajectories and how additional transportation system changes (infrastructure, policies, etc.) might influence the trajectories. This technical work is intended to support staff with ongoing transportation planning efforts.
