All references to time in the RFP are references to the time in the City of Vancouver, as indicated in the electronic timestamp the Proposal receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.

SUBMISSION OF PROPOSALS

Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 (the “Closing Time”).

Each Proponent should submit its Proposal by email in accordance with the following:

Subject of the file to be: PS# - Title – Vendor name.
Document format for submissions:
-RFP Part C in PDF format – 1 combined PDF file,
-Appendix 3 (pricing tab) in Excel format, and;

Any other attachments if necessary.

Zip the files to reduce the size or email separately if needed.

Send your submissions to Bids@vancouver.ca do not deliver a physical copy to the City of Vancouver.

If you did not receive an automated email by end of the day of your submission, please check your junk folder first, and then contact Purchasing@vancouver.ca

Submitting the files via Drop box, FTP, or similar programs, is not acceptable.

Proposals received after the closing time may be returned unopened.

Faxed proposals will not be accepted.

General Description of Requirement

The City of Vancouver Engineering Services (the City) is seeking consulting services to complete a wiring standards risk assessment analysis of the City’s streetlight poles system. Details of the City’s objectives and requirements to which the RFP relates are set out in Part B of the RFP.

The City of Vancouver owns and maintains over 44,000 streetlight poles. The voltages supplied for street lights in the City of Vancouver are 120V-1φ and 240V-1φ from system voltages that include 120/240V-1φ, 120/208V-3φ, and 347/600V-3φ. The existing pole and underground power distribution infrastructure installations range from the 1940s to present day. As electrical safety and Electrical Code requirements have changed over time, existing installations may not meet current code requirements.

The City’s current streetlight pole wiring standard is diagramed in Drawing LDS-1.4. The diagram details the installation of a bond conductor from the service panel to each pole, and the internal wiring of the bonding conductor in each pole to the bonding stud and the luminaire ground.
