General Description of Requirement

The purpose of this procurement is to undertake a heat-pump trades readiness needs assessment, with a focus on transition training for gas-fitters in the multi-unit residential and commercial sector in the lower mainland. The needs assessment will evaluate the existing HVAC industry, identify needs and gaps for training that will support a transition to heat pumps, and make recommendations for how these gaps may be met.

This assignment will require close collaboration and a high level of engagement with the study funding partners. The consultant will act as project coordinator, and ensure ongoing engagement, including coordinating participation of staff members that are undertaking components of a broader building retrofit exercise. The proposal should reflect how this will be achieved.

For the purposes of this assignment, multi-unit residential can be categorized into low rise (6 storeys and under) and high rise (6+ storeys).
