All references to time in the RFP are references to the time in the City of Vancouver, as indicated in the electronic timestamp the Proposal receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.

SUBMISSIONS OF PROPOSALS
Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 above (the “Closing Time”).
Each Proponent should submit its Proposal by email in accordance with the following:
Subject of the file to be: PS# - Title – Vendor name.
Document format for submissions:
-RFP Part C in PDF format – 1 combined PDF file,
-Appendix 3 (Commercial Proposal ) in Excel format, and;
-Any other attachments if necessary,
-Zip the files to reduce the size or email separately if needed.
Send your submissions to Bids@vancouver.ca do not deliver a physical copy to the City of Vancouver.
If you did not receive an automated email within few minutes, check your junk folder first and then contact Purchasing@vancouver.ca
Submitting the files via Drop box, FTP, or similar programs, is not acceptable.
To be considered by the City, a Proposal must be submitted in the form set out in Part C (the “Form of Proposal”), completed and duly executed by the relevant Proponent.
Proposals received after the closing time may be returned unopened.
Faxed proposals will not be accepted.

General Description of Requirement
Located at the northeast side of the area commonly referred to as “False Creek”, Northeast False Creek (“NEFC”) is one of the largest undeveloped areas in Vancouver’s downtown peninsula. At present, False Creek is a tidal inlet vulnerable to king tides and storm surges. In the future, static water levels are projected to increase due to sea level rise and may contribute to increase flooding in the surrounding floodplain.
The existing sea wall along the False Creek shoreline was designed as a retaining structure to separate the land from the sea. It was not specifically designed for coastal flood protection nor was it designed for a specific level of service for flood management. Currently, the public space atop and near the sea wall is enjoyed as recreational areas for cycling, walking and other activities. The future shoreline flood protection strategy is to facilitate the continued public access to the waterfront and continued combined use of the structure.
Development plans for NEFC include large urban and park spaces, both focussed on the waterfront. With this variation in land uses and public space, the NEFC shoreline presents an exciting opportunity for the development of new shoreline flood protection infrastructure approaches for the City of Vancouver.
The City requires a range of innovative approaches to shoreline flood protection in the NEFC area. These approaches must reflect relevant performance criteria, the spirit of the Northeast False Creek Plan (“NEFC Plan” or “Plan”), and NEFC park planning principles. The purpose of this RFP is to procure services to develop new performance criteria for shoreline flood protection infrastructure for the NEFC shoreline.
