All references to time in the RFP are references to the time in the City of Vancouver, as indicated in the electronic timestamp the Proposal receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.

Proposals must be received by the City on or before the time and date specified in the bottom row of the table in Section 2.1 above (the “Closing Time”).

Each Proponent should submit its Proposal by email in accordance with the following:

To be considered by the City, a Proposal must be submitted in the form set out in Part C (the “Form of Proposal”), completed and duly executed by the relevant Proponent.

Proposals received after the closing time may be returned unopened.

General Description of Requirement

The City of Vancouver (“City”) requires a Proponent to immediately implement SAP SuccessFactors cloud-based Learning Management System (“LMS”) at the City. After implementation, the Proponent is expected to provide application management support services to the City. The City reserves the right to implement LMS for other City business units or affiliates, at its discretion.

Currently, the City uses SAP’s Training & Event Management (“TEM”) module for its business needs. This system has limited capabilities, and consists of many ad-hoc tools which require manual and time-consuming administration such as training registration, administration, and record-keeping. Furthermore, staff and managers have difficulty viewing employee training histories, necessitating work-arounds and/or time-consuming requests on administrators.

Approximately 9,000 City employees belonging to 16 different business streams require various training courses, some of which are mandatory and validated by certification. Each City employee averages two courses per year that are recorded in TEM; however, due to the current functional limitations of TEM, there are many additional courses which are separately recorded on various excel spreadsheets within each department, or not recorded at all, leaving the City exposed to risk related to potential non-compliance in staff training and maintenance of required certifications.

At the end of 2019, the City acquired LMS to enable the City to be in compliance with staff training requirements and certifications. In 2020, the City requires implementation services for SAP SuccessFactors Learning, and application management support services of a vendor to implement a robust reporting environment that enables the tracking and reporting of all staff training courses and maintenance of required certifications, and to enable and support City learning and talent development.

The City will evaluate only the proposals submitted by proponents proposing key project personnel who are: 1) SAP Certified Application Professional – SAP SuccessFactors, certified for the Learning module, to provide implementation services; and 2) SAP Certified Application Professional – SAP SuccessFactors across SuccessFactors modules (at minimum: Learning, Recruiting and Platform), to provide Application Management Support.

The City prefers proposals submitted by proponents proposing key project personnel who are: 1) SAP Certified Application Professional – SAP SuccessFactors, certified for the Learning module, to provide implementation services; and 2) SAP Certified Application Professional – SAP SuccessFactors across SuccessFactors modules (at minimum: Learning, Recruiting and Platform), to provide Application Management Support.
