CLOSING DATE & TIME

3:00:00 pm (Local Vancouver Time), Tuesday, October 29, 2019

All references to time in the RFP are references to the time in the City of Vancouver, as indicated in the electronic timestamp the Proposal receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.

SUBMISSION OF PROPOSALS

Proposals should be received by the City on or before the time and date specified in the bottom row of the table in Section 2.1 (the “Closing Time”).

Each Proponent should submit its Proposal by email in accordance with the following:

Subject of the file to be: PS20191062 – Provision of Sewer Modelling Software – Vendor name.

Document format for submissions:
-RFP Part C in PDF format – 1 combined PDF file,
-PS20191062 – Requirements in Excel format;
-PS20191062 – Commercial Proposal in Excel format, and;
-Any other attachments if necessary

Zip the files to reduce the size or email separately if needed.
Send your submissions to Bids@vancouver.ca do not deliver a physical copy to the City of Vancouver. Do not email the Contact Person.

If you did not receive an automated email within few minutes, check your junk folder first, and then contact Purchasing@vancouver.ca
Submitting the files via Drop box, FTP, or similar programs, is not acceptable.

To be considered by the City, a Proposal must be submitted in the form set out in Part C (the “Form of Proposal”), completed and duly executed by the relevant Proponent.

Proposals received after the closing time may be returned unopened.

Faxed proposals will not be accepted.

General Description of Requirement

The City seeks progressive modelling software to be used to develop the citywide sewer hydraulic/hydrologic model. The features of the software will enable the City to model sanitary and storm flows (gravity and pressurized), rainfall and run-off, green infrastructure, and stormwater quality. The City’s goal to serve its citizens and protect the environment necessitates long-term sewer and drainage infrastructure planning through an informed and data-driven decision-making process: a hydraulic/hydrologic model that mimics characteristics of the sewer system and urban watersheds has proven vital in data-driven utility and watershed planning.
