To be considered by the City, a Proposal must be submitted in the form set out in Appendix 1 (the “Proposal Form”), completed and duly executed by the relevant Proponent.

Amendments to a Proposal may be submitted via the same methods, at any time prior to the Closing Time. Proposals are revocable and may be withdrawn at any time before or after the Closing Time.

Proposals received after the closing time may be returned unopened.

Faxed proposals will not be accepted.

General Description of Requirement

The City is undergoing an exercise to review whether neighbours of the temporary modular housing (“TMH”) facility at Reiderman Residences on 7430 and 7460 Heather Street continue to have the same opinion and level of concern after the facility has been operational for over one year. The City would like to retain a consultant(s) with excellent engagement and research capabilities to organize, facilitate and report back on any changes in neighbourhood sentiments towards this TMH building.

The City is interested to learn through meaningful, in-depth focused conversations whether perceptions of the projects have changed and is seeking a consultant to develop and implement an approach that will meet this objective. This work will supplement the findings from the analysis of the before and after neighbourhood perception surveys.
