All references to time in the RFP are references to the time in the City of Vancouver, as indicated in the electronic timestamp the Proposal receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.

SUBMISSION OF PROPOSALS
Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 (the “Closing Time”).
Each Proponent should submit its Proposal by email in accordance with the following:
Subject of the file to be: PS# - Title – Vendor name.
Document format for submissions:
-RFP Part C in PDF format – 1 combined PDF file,
-Appendix 3 (pricing tab) in Excel format, and;
-Any other attachments if necessary
Zip the files to reduce the size or email separately if needed.
Send your submissions to Bids@vancouver.ca do not deliver a physical copy to the City of Vancouver.
If you did not receive an automated email within few minutes, check your junk folder first, and then contact Purchasing@vancouver.ca
Submitting the files via Drop box, FTP, or similar programs, is not acceptable.
Proposals received after the closing time may be returned unopened.
Faxed proposals will not be accepted.

General Description of Requirement
The City of Vancouver (the “City”) is undergoing an exercise to establish an Affordable Housing Endowment Fund (Vancouver Affordable Housing Endowment Fund or “VAHEF”) comprised of over 200 non-market housing assets with an assessed value of approximately $2 billion. The majority of these assets, including land, buildings, and Air Space Parcels, are leased to non-profit and co-op housing operators. VAHEF is aimed to optimize the long term viability and effectiveness of affordable non-market housing in Vancouver through a portfolio approach.
The City is seeking an external consultant to perform a review of similar public organizations focused on affordable housing in order to identify: (1) leading practices and key considerations, (2) evaluate the City’s current governance and operating model(s) against leading practices, and (3) develop recommended governance and operating model options and/or changes to existing model(s) in order for the City to effectively execute VAHEF’s strategy.
In order to establish VAHEF, an understanding of options and key considerations for optimal governance and operating model(s) in the City of Vancouver context will be required. The proponent will be performing work in alignment with this requirement. This work will form part of a larger project to establish the Vancouver Affordable Housing Endowment Fund.
