All references to time in the RFP are references to the time in the City of Vancouver, as indicated in the electronic timestamp the Proposal receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.

SUBMISSION OF PROPOSALS

Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 (the “Closing Time”).

Each Proponent should submit its Proposal by email in accordance with the following:

Subject of the file to be: PS# - Title – Vendor name.

Document format for submissions:

-RFP Part C in PDF format – 1 combined PDF file,
-Appendix 3 (pricing tab) in Excel format, and;
-Any other attachments if necessary

Zip the files to reduce the size or email separately if needed.

Send your submissions to Bids@vancouver.ca do not deliver a physical copy to the City of Vancouver.

If you did not receive an automated email within few minutes, check your junk folder first, and then contact Purchasing@vancouver.ca

Submitting the files via Drop box, FTP, or similar programs, is not acceptable.

Proposals received after the closing time may be returned unopened.

Faxed proposals will not be accepted.

General Description of Requirement

The City of Vancouver (the “City”) is undergoing an exercise to establish a Vancouver Affordable Housing Endowment Fund (“VAHEF”) comprised of over 200 non-market housing assets with an assessed value of approximately $2 billion. VAHEF is aimed to optimize the long term viability and effectiveness of affordable non-market housing in Vancouver through a portfolio approach.

VAHEF’s mandate is to make an enduring contribution to meeting the housing and affordability needs of Vancouver residents, by sustainably managing and growing the City’s portfolio of affordable housing assets, contributing to meeting housing and affordability needs for current and future residents, and aligning with the City’s broader city-wide housing targets.

The City is seeking a qualified engagement consultant for designing and implementing a robust and thorough engagement process for an external stakeholder group (“Stakeholder Engagement Panel”) on the Vancouver Affordable Housing Endowment Fund to provide input on the future operations and management of VAHEF.

The Proponent will act as a professional and neutral third-party facilitator at Stakeholder Engagement Panel meetings, encourage participation, and create an inclusive environment for communication and discussion.
