All references to time in the RFP are references to the time in the City of Vancouver, as indicated in the electronic timestamp the Proposal receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.
CLOSING LOCATION
SUBMISSION OF PROPOSALS
Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 above (the “Closing Time”).
Each Proponent should submit its Proposal by email in accordance with the following:
• Subject of the file to be: PS20190647 – Provision of an E-Sourcing Solution – “Vendor name”.
• Document format for submissions:
o RFP Part C in PDF format – 1 combined PDF file,
o Appendix 3A – Requirements in Excel format
o Appendix 3B – Commercial Proposal in Excel format, and;
o Any other relevant attachments
• Zip the files to reduce the size or email separately if needed.
• Send your submissions to Bids@vancouver.ca; do not deliver a physical copy to the City of Vancouver, and do not email your submission to the Contact Person.
• If you did not receive an automated email within few minutes, check your junk folder first, and then contact Purchasing@vancouver.ca.
• Submitting the files via Drop box, FTP, or similar programs, is not acceptable.
To be considered by the City, a Proposal must be submitted in the form set out in Part C (the “Form of Proposal”), completed and duly executed by the relevant Proponent.
Amendments to a Proposal may be submitted via the same methods, at any time prior to the Closing Time.
Proposals are revocable and may be withdrawn at any time before or after the Closing Time.
Proposals received after the closing time may be returned unopened.
Faxed proposals will not be accepted.

General Description of Requirement
The City of Vancouver (City) is seeking to automate and modernize its procurement practices and processes through the deployment of an E-Sourcing Solution (Solution). The scope includes, but is not limited to the purchase and implementation of a managed Solution that supports all requirements and complies with all regulations, policies and guidelines relevant to the City. The City is interested in commercially viable Solution that is “out-of-the box” and requires zero or very minimal customization to meet its requirements. The City expects the Solution to provide the following functionalities:
1. Vendor Management
2. Sourcing
3. Procurement Operations
4. Analysis and Reporting
5. Contract Management
