SUBMISSION OF PROPOSALS
Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 above (the “Closing Time”).
Each Proponent should submit its Proposal by email in accordance with the following:
•Subject of the file to be: PS# - Title – Vendor name.
•Document format for submissions:
oRFP Part C in PDF format – 1 combined PDF file,
oAppendix 3 (pricing tab) in Excel format for Part F, and;
oAny other attachments if necessary,
•Zip the files to reduce the size or email separately if needed.
•Send your submissions to Bids@vancouver.ca; do not deliver a physical copy to the City ofVancouver or to the Vancouver Police Department.
•If you did not receive an automated email within few minutes, check your junk folder first,and then contact Purchasing@vancouver.ca.
•Submitting the files via Drop box, FTP, or similar programs, is not acceptable.
To be considered by the VPD, a Proposal must be submitted in the form set out in Part C (the “Form of Proposal”), completed and duly executed by the relevant Proponent.
Amendments to a Proposal may be submitted via the same methods, at any time prior to the Closing Time.
Proposals are revocable and may be withdrawn at any time before or after the Closing Time.
Proposals received after the closing time may be returned unopened.
Faxed proposals will not be accepted.

General Description of Requirement
This Request for Proposals (the “RFP”) is issued by the City of Vancouver (“City”) on behalf of the Vancouver Police Board. This RFP provides an opportunity to submit proposals for review by the City and Vancouver Police Board (collectively, the “VPD”) and depending on the VPD’s evaluation of proposals, among other factors, to potentially negotiate with the VPD to enter into a contract. EXCEPT WHERE EXPRESSLY STATED OTHERWISE IN APPENDIX 1 TO PART C OF THE RFP: (I) NO PART OF THE RFP CONSISTS OF AN OFFER BY THE VPD TO ENTER INTO ANY CONTRACTUAL RELATIONSHIP; AND (II) NO PART OF THE RFP IS LEGALLY BINDING ON THE VPD.
The Vancouver Police Board is an independent police board established pursuant to the Police Act but funded by, and affiliated with, the City in a number of ways. Accordingly, the Vancouver Police Board is using the services of the City’s Supply Chain Management Department to issue and manage this RFP to the supplier community, lead the source selection process, support the anticipated negotiation of the contract with a preferred proponent or proponents and assist to ensure transparency and ethical conduct of the RFP process.
A mandatory information meeting (the “Mandatory Information Meeting”) will be held to enable prospective Proponents to seek clarification with respect to any aspect of the RFP in a group forum. Proponents that do not attend the information meeting may not be allowed to submit a Proposal. The details are as follows:

Location: Vancouver Police Jail, 265 East Cordova Street, Vancouver.
Proponents are encouraged to read the RFP and submit any questions relating to the RFP to the Contact Person prior to the Mandatory Information Meeting.
Downloading the Document
Proponents must not electronically alter any portion of downloaded documents with the exception of adding the information requested. To do so will invalidate your bid.
