3:00:00 pm (Local Vancouver Time), Thursday, June 13, 2019
All references to time in the RFP are references to the time in the City of Vancouver, as indicated in the electronic timestamp the Proposal receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.
SUBMISSION OF PROPOSALS
Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 (the “Closing Time”).
Each Proponent should submit its Proposal by email in accordance with the following:
Subject of the file to be: PS# - Title – Vendor name.
Document format for submissions:
-RFP Part C in PDF format – 1 combined PDF file,
-APPENDIX 3 (pricing tab) in Excel format, and;
-Any other attachments if necessary
Zip the files to reduce the size or email separately if needed.
Send your submissions to Bids@vancouver.ca do not deliver a physical copy to the City of Vancouver.
If you did not receive an automated email within few minutes, check your junk folder first, and then contact Purchasing@vancouver.ca
Submitting the files via Fax, Drop box, FTP, or similar programs, is not acceptable.
To be considered by the City, a Proposal must be submitted in the form set out in Part C (the “Form of Proposal”), completed and duly executed by the relevant Proponent.
Proposals received after the closing time may be returned unopened.
Faxed proposals will not be accepted.

General Description of Requirement
The RFP concerns the City’s interest in procuring a Consultant with the capability, capacity and experience to act as the Engineer of Record (the “Engineer”) and provide full consulting services to continue the upgrade of 10th Avenue bikeway network from Willow Street to Cambie Street. The Engineer shall provide design, inspection and contract administration services for the duration of the Project.
Details of the City’s objectives and requirements to which the RFP relates are set out in Part B of the RFP. The City welcomes proposals that are responsive to this RFP (“Proposals”) respecting the City’s objectives and requirements.
RE: INFORMATION MEETING IS POSTPONED-NEW DATE IS MAY 27, 2019
Information Meeting at the City Hall scheduled on May 22, 2019 at 11:00 am is postponed and moved to May 27, 2019 at 10:00 a.m.
An information meeting (the “Information Meeting”) will be held to enable Proponents to seek clarification with respect to any aspect of the RFP in a group forum. The details are as follows:

TIME: as specified in Section 2.1
LOCATION: City Hall Main floor Town Hall – Rm. 116
Potential Proponents are encouraged to read the RFP and submit any questions relating to the RFP to the Contact Person prior to the Information Meeting.
Potential Proponents interested in attending the Information Meeting should pre-register for the Information Meeting by completing and submitting the form contained in Appendix A to Part A by e-mail to firstname.lastname@example.org on or before the time and date specified in Section 2.1

Proponents must not electronically alter any portion of downloaded documents with the exception of adding the information requested. To do so will invalidate your bid.
