SUBMISSION OF PROPOSALS
Proponents should submit their Proposals on or before the time and date specified in the
bottom row of the table in Section 2.1 above (the “Closing Time”).
Each Proponent should submit its Proposal by email in accordance with the following:
- Subject of the file to be: PS# - Title – Vendor name.
- Document format for submissions:
o RFP 0 C in PDF format – 1 combined PDF file,
o Appendix 3 (pricing tab) in Excel format, and;
o Any other attachments if necessary
- Zip the files to reduce the size or email separately if needed.
- Send your submissions to Bids@vancouver.ca; do not deliver a physical copy to the City of
Vancouver.
- If you did not receive an automated email within few minutes, check your junk folder first,
and then contact Purchasing@vancouver.ca.
- Submitting the files via Drop box, FTP, or similar programs, is not acceptable.
To be considered by the City, a Proposal must be submitted in the form set out in Part C (the“Form of Proposal”), completed and duly executed by the relevant Proponent.
Amendments to a Proposal may be submitted via the same methods, at any time prior to the
Closing Time.
Proposals are revocable and may be withdrawn at any time before or after the Closing Time.
Proposals received after the closing time may be returned unopened.
Faxed proposals will not be accepted.

General Description of Requirement
The purpose of this RFP process is to select a Proponent(s) with the capability and experience to efficiently and cost-effectively supply and deliver mineral aggregates to the City’s Engineering Services Department, as per the requirements and specifications set out herein.The City requires mineral aggregates for various uses, including in asphalt mix, in ready mix concrete and as fill for sewer and water construction, road construction and maintenance projects. The successful Proponent(s) will agree to deliver mineral aggregates from selfunloading barges or other marine transport to the City’s Kent Yard on the Fraser River and using, a portable conveyor or similar equipment, unload the mineral aggregates to the City’s conveyor system. Alternatively, products may be picked up by the City or the City may request a successful Proponent to deliver products by truck. This initiative will identify best and leading practices to increase procurement efficiency for the City’s requirements. This initiative will also maintain and improve quality and sustainability and will provide opportunities to improve and consolidate the City’s business relationships with qualified supplier(s) capable of supplying all or a large part of the requirements. Thus it is paramount that the successful Proponent(s) be able to meet the requirements of the City with the highest level of service.
