SUBMISSION OF PROPOSALS

Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 above (the “Closing Time”).

Each Proponent should submit its Proposal by email in accordance with the following:

•Subject of the file to be: PS# - Title – Vendor name.

•Document format for submissions:

oRFP Part C in PDF format – 1 combined PDF file,

oAppendix 3 (Commercial Proposal ) in Excel format, and;

oAny other attachments if necessary,

•Zip the files to reduce the size or email separately if needed.

•Send your submissions to Bids@vancouver.ca; do not deliver a physical copy to the City ofVancouver.

•If you did not receive an automated email within few minutes, check your junk folder first,and then contact Purchasing@vancouver.ca.

•Submitting the files via Drop box, FTP, or similar programs, is not acceptable.

To be considered by the City, a Proposal must be submitted in the form set out in Part C (the “Form of Proposal”), completed and duly executed by the relevant Proponent.

Amendments to a Proposal may be submitted via the same methods, at any time prior to the Closing Time.

Proposals are revocable and may be withdrawn at any time before or after the Closing Time

Proposals received after the closing time may be returned unopened.

Faxed proposals will not be accepted.

General Description of Requirement

The RFP concerns the City’s interest in procuring consultant services to develop conceptual designs for a) an elevated cycling and pedestrian connection from Beatty Street to Quebec Street and the Creekside park extension (“Creekside Park Extension”). This key infrastructure will connect Downtown to Adanac/Union and Ontario bikeways and the Seaside greenway and b)SkyTrain screening from the Carrall Greenway to Quebec Street, including two majorentryways to the Creekside Park Extension. The screening is an opportunity to enhance theexperience and public realm along the new Pacific Boulevard at the interface with the SkyTrainguideway as it dips to grade. The City would like to invite multi-disciplinary consultant teams(Consultant Team[s]) comprised of the following disciplines:

(a)project and quality management;

(b)urban planning and design;

(c)transportation engineering, with experience in event servicing and activetransportation;

(d)structural engineering, with experience in pedestrian/bike bridge design;

(e)architecture;

(f)landscape architecture;

(g)civil engineering;

(h)lighting design; and

(i)geotechnical and environmental engineering, selected from the City’s lists ofprequalified firms (See Appendix F).

Information Meeting

An information meeting (the “Information Meeting”) will be held to enable Proponents to seek clarification with respect to any aspect of the RFP in a group forum. The details are as follows:

Date: March 6, 2019

Time: 10:00 am

Location: Cityscape Conference Room, Engineering Building (Crossroads), 507 West Broadway, Vancouver, B.C.

Potential Proponents are encouraged to read the RFP and submit any questions relating to the RFP to the Contact Person prior to the Information Meeting.
