SUBMISSION OF PROPOSALS
Proponents should submit their Proposals on or before the time and date specified in the
bottom row of the table in Section 2.1 (the “Closing Time”).
Each Proponent should submit its Proposal by email to the Contact Person in accordance with
the following:
Subject of the file to be: PS No. PS20181189 – Operator for 3030 Victoria Drive (followed by
the Vendor name).
Document format for submissions:
RFP Part C in PDF format – 1 combined PDF file;
Appendix 8 (pricing tab) Operating Budget and project Cash Flow –template in
Excel format, and;
Any other attachments if necessary.
Zip the files to reduce the size or email separately if needed.
Send your submissions to bids@vancouver.ca do not deliver a physical copy to the City of
Vancouver.
Submitting the files via Drop box, FTP, or similar programs, is not acceptable.
To be considered by the City, a Proposal must be submitted in the form set out in Part C (the “Form of Proposal”), completed and duly executed by the relevant Proponent.
Please refer to Section 4.0 Submission of Proposals for full details.
Proposals received after the closing time may be returned unopened.
Faxed proposals will not be accepted.

General Description of Requirement
The RFP concerns the City’s interest in selecting an experienced housing operator (“Operator”) with proven operational, financial and managerial track records for the operation of a nonprofit or co-operative housing unit at 3030 Victoria Drive. Details of the City’s objectives and requirements to which the RFP relates are set out in Part B of the RFP. The City welcomes proposals that are responsive to this RFP (“Proposals”) respecting innovative or novel approaches to the City’s objectives and requirements.

Information Meeting
An information meeting and site visit (the “Information Meeting”) will be held to
enable Proponents to seek clarification with respect to any aspect of the RFP in a
group forum. The details are as follows:
Date: Friday, August 3, 2018
Time: 2:00 PM
Location: 3030 Victoria Drive (street parking available or park at the nearby
community center)
Potential Proponents are encouraged to read the RFP and submit any questions relating to the RFP by e-mail to wen.shi@vancouver.ca prior to the Information Meeting.
Potential Proponents interested in attending the Information Meeting should preregister for the Information Meeting by e-mail to wen.shi@vancouver.ca on or before 11:00am on August 3, 2018.
