SUBMISSION OF REQUEST FOR PROPOSALS

Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 (the “Closing Time”).

Each Proponent should submit its Proposal by email in accordance with the following:
- Subject of the file to be: PS20180742- Selection of Social Housing Operator at 1171 Jervis and 1345 Davie Street – Vendor name.

- Document format for submissions:
    RFP Part C in PDF format – 1 combined PDF file,
    Pricing tab in Excel format, and
    Any other attachments if necessary.

- Zip the files to reduce the size or email separately if needed.
- Send your submissions to Bids@vancouver.ca; do not deliver a physical copy to the City of Vancouver.
- If you did not receive an automated email within few minutes, check your junk folder first, and then contact Purchasing@vancouver.ca

Submitting the files via Drop box, FTP, or similar programs, is not acceptable. To be considered by the City, a Proposal must be submitted in the form set out in Part C (the “Form of Proposal”), completed and duly executed by the relevant Proponent.

Amendments to a Proposal may be submitted via the same methods, at any time prior to the Closing Time.

Proposals are revocable and may be withdrawn at any time before or after the Closing Time.

Proposals received after the closing time may be returned unopened.

Faxed proposals will not be accepted.

General Description of Requirement

This Request for Proposals (the “RFP”) concerns the City’s interest in procuring a social housing partner (“Operator”) to operate twenty-seven (27) social housing units at 1171 Jervis Street and sixty-eight (68) social housing units at 1345 Davie Street (the “Properties”). It is intended that the selected proponent will enter into a long term lease(s) and operating agreement(s) in respect of the properties and in the forms attached hereto as Part D (the “Agreements”). The City will only accept submissions that respond to both 1171 Jervis Street and 1345 Davie Street. The City will not consider responses to only one Property.

The City is seeking to select an Operating partner who demonstrates the ability to best meet objectives and requirements described in this RFP. Details of the City’s objectives and requirements to which the RFP relates are set out in Part B of the RFP. The City welcomes proposals that are responsive to this RFP (“Proposals”), respecting innovative or novel approaches to the City’s objectives and requirements.

Information Meeting

An information meeting (the “Information Meeting”) will be held to enable Proponents to seek clarification with respect to any aspect of the RFP in a group forum. The details are as follows:

Potential Proponents are encouraged to read the RFP and submit any questions relating to the RFP to the Contact Person prior to the Information Meeting.

Potential Proponents interested in attending the Information Meeting should pre-register for the Information Meeting by completing and submitting the form contained in Appendix 1 to this Part A by e-mail to jim.lowood@vancouver.ca on or before the time and date specified in Section 2.1
