SUBMISSION OF PROPOSALS
Proponents should submit their Proposals on or before the time and date specified in the
bottom row of the table in Section 2.1 (the “Closing Time”).
Each Proponent should submit its Proposal by email to bids@vancouver.ca with the
Proponent’s name and the RFP number and title in the “subject” line (“PS20180271 -
Consulting Services for Unpermitted Downtown Eastside Street Vending Study”).
-If you did not receive an automated email within few minutes, check your junk folder
first, and then contact Purchasing@vancouver.ca
-Please ensure Appendix 3 – Commercial Proposal is provided as a separate file to the entire
Proposal and not included with the overall technical Proposal.
-Submitting the files via Drop box, FTP, similar programs or Fax, is not acceptable.
-To be considered by the City, a Proposal must be submitted in the form set out in Part C (the “Form of Proposal”), completed and duly executed by the relevant Proponent.
-Amendments to a Proposal may be submitted via the same methods, at any time prior to the Closing Time.
Proposals received after the closing time may be returned unopened.
Faxed proposals will not be accepted.

General Description of Requirement
The RFP concerns the City’s interest in procuring consulting services to evaluate the current state of unpermitted street vending in Vancouver and provide policy recommendations to the City’s approach to survival economy. Details of the City’s objectives and requirements to which the RFP relates are set out in Part B of the RFP. The City welcomes proposals that are responsive to this RFP (“Proposals”) respecting innovative or novel approaches to the City’s objectives and requirements.
