SUBMISSION OF PROPOSALS

Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 (the “Closing Time”) Tuesday, May 1, 2018.

Each Proponent should submit its Proposal only by email to bids@vancouver.ca with the Proponent’s name and the RFP title and number in the “subject” line (“DFPS PUMP
CONTROLLER REPLACEMENT; PS20180056”).

SUBMISSIONS SENT OTHER THAN EMAIL FOR EXAMPLE BY FAX; HARD COPY AND FTP LINK ARE NOT ACCEPTABLE.

To be considered by the City, a Proposal must be submitted the following:

a) In the form set out in Part C (the “Form of Proposal”), in one PDF document completed and duly executed by the relevant Proponent;

b) Part C – Appendix 3 Pricing Table in excel sheet; and
c) Any other attachments if necessary.

Amendments to a Proposal may be submitted via the same methods, at any time prior to the Closing Time.

Proposals are revocable and may be withdrawn at any time before or after the Closing Time.

Proposals received after the closing time may be returned unopened.

Faxed proposals will not be accepted.

General Description of Requirement

The RFP concerns the City’s interest in procuring services of DFPS pump controller replacement. Details of the City’s objectives and requirements to which the RFP relates are set out in Part B of the RFP. The City welcomes proposals that are responsive to this RFP (“Proposals”) respecting innovative or novel approaches to the City’s objectives and
requirements.

The scope of work is to dismantle and remove the existing four (4) fire pump controllers at False Creek and Coal Harbour fire pump stations, and replace them with new (latest versions) controllers, in minimal time and with minimal service interruptions. The successful Proponent shall supply, install, test, commission and start-up the new Fire Pump Controllers and other equipment included in Part C - Appendix 3 Pricing Table.

Information Meeting

A mandatory information meeting (the “Information Meeting”) will be held to enable Proponents to seek clarification with respect to any aspect of the RFP in a group forum. The details are as follows:

Date:         as specified in Section 2.1
Time:         as specified in Section 2.1
Location:  1498 Homer Street (False Creek Pump Station)

Potential Proponents are encouraged to read the RFP and submit any questions relating to the RFP to the Contact Person prior to the Information Meeting.

Potential Proponents interested in attending the Information Meeting should pre-register for the Information Meeting by completing and submitting the form contained in Appendix 1 to this Part A, by e-mail to jing.fan@vancouver.ca, on or before the time and date specified in Section 2.1
