General Description of Requirement

This Request for Proposals (the “RFP”) provides an opportunity to submit proposals for review by the City and, depending on the City’s evaluation of proposals, among other factors, to potentially negotiate with the City to enter into a contract. EXCEPT WHERE EXPRESSLY STATED OTHERWISE IN APPENDIX 1 TO PART C OF THE RFP: (I) NO PART OF THE RFP CONSISTS OF AN OFFER BY THE CITY TO ENTER INTO ANY CONTRACTUAL RELATIONSHIP; AND (II) NO PART OF THE RFP IS LEGALLY BINDING ON THE CITY.

The RFP concerns the City’s interest in procuring design-build services for upgrading a number of fieldhouses in the City of Vancouver Parks to comply with part 11 of VBBL - ‘change of major occupancy for small suite’ requirements. Details of the City’s objectives and requirements to which the RFP relates are set out in Part B of the RFP. The City welcomes proposals that are responsive to this RFP (“Proposals”) respecting innovative or novel approaches to the City’s objectives and requirements.

All RFP documents can be downloaded from a dedicated FTP with log in details provided in Section 7.0 of the RFP.

Information Meeting

Information Meeting will be held - please refer to section 2.0 KEY DATES.

A Site Visit (the “Site Visit”) will be held to enable Proponents to seek clarification with respect to any aspect of the RFP in a group forum. The details are as follows:

Potential Proponents are encouraged to read the RFP and submit any questions relating to the RFP to the Contact Person prior to the Information Meeting.

ADDITIONAL SCHEDULED SITE VISIT (PLEASE SEE ADDENDUM NO. 3 FOR DETAILS):
A 2nd site visit for Contractors, Designers and Trades alike, is scheduled on Friday, October 20, 2017 commencing at 9:00 am. A Parks staff will be present to open the secured doors of the listed fieldhouses. Each site visit is limited to 15 minutes and another 15 minutes is allocated for travel from one site to the other. All visitors are requested to arrive on time.
