3:00:00 pm (Local Vancouver Time), Tuesday, August 6, 2019
All references to time in the RFA are references to the time in the City of Vancouver, as indicated in the electronic timestamp the Application receives upon delivery to the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.
CLOSING LOCATION
SUBMISSION OF APPLICATIONS
Applicants should submit their Applications on or before the time and date specified in the
bottom row of the table in Section 2.1 above (the “Closing Time”).
Each Applicant should submit its Application by email in accordance with the following:
(a) The subject of the email to be: “PS20191006 - Pre-Qualification for Snow & Ice Control Services – <Your organization’s name>”.
(b) Document format for submissions:
i. RFA Part C in PDF format – One combined PDF file,
ii. Appendix 3 (pricing tab) in Excel format as a separate file, and;
iii. Any other attachments if necessary
(c) Zip the files to reduce the size or email separately if needed.
(d) Send your submissions to Bids@vancouver.ca; do not deliver a physical copy to the City
of Vancouver.
(e) If you do not receive an automated acknowledgement email within few minutes of
sending your submission, check your junk folder first, and then contact Purchasing@vancouver.ca.
(f) Submitting the files via Drop box, FTP, or similar programs, is not acceptable.
To be considered by the City, an Application must be submitted in the form set out in Part C
(the “Form of Application”), completed and duly executed by the relevant Applicant.
Amendments to an Application may be submitted via the same methods, at any time prior to
the Closing Time.
Applications are revocable and may be withdrawn at any time before or after the Closing Time.
Request for Application received after the closing time may be returned unopened.
Fax Request for Application will not be accepted.

General Description of Requirement
This Request for Applications (the “RFA”) provides an opportunity to submit an application for review by the City. Depending on the City’s evaluation of such applications, among other factors, to potentially negotiate with the City to enter into a standing contract under which snow and ice control services including but not limited to snow clearing and de-icing at City owened and operated buildings may be provided to the City for a period of three years.
