“Vancouver Time” will be conclusively deemed to be the time indicated in the electronic timestamp the Tender receives upon receipt at the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.
CLOSING LOCATION
Tenders are to be emailed to bids@vancouver.ca and must be received at bids@vancouver.ca prior
to 3:00pm, Vancouver Time (as defined in Note 3), on March 8 22, 2022 (the “Closing Time”).
Tenders will be not be publicly opened. Tender results can be found within 48 hours of the Closing
Time at the following website:

Tenderers should submit their Tender by email in accordance with the following:

-Digitally verified electronic bid bond (“E-Bond”)
-All other attachments if necessary
Zip the files to reduce the size or email separately, if needed.
Do not deliver a physical copy to the City of Vancouver.
An automated email will be sent
as a reply within a few minutes.
Submitting the files via Drop box, FTP, or similar programs, is not acceptable.
Tenders received after the closing time may be returned unopened.
Faxed tenders will not be accepted.

General Description of Requirement
The City of Vancouver (the “City”) invites Tenders for the supply and installation of materials,
including all labour, equipment, plant, and tools related to the False Creek Energy Centre (FCEC)
Low Carbon Energy (LCE) Overall Plant Expansion in accordance with the drawings and
specifications.
The Site is located at 1890 Spyglass Place, Vancouver, British Columbia. The Site is further
described in the Tender Documents.
The purpose of this ITT is to select a Tenderer with the capability and experience to efficiently and cost-effectively perform and complete the Work.
Specifications, Drawings and other Tender documents will be made available at the FTP site
with log in details below:

Information Meeting
INFORMATION MEETING
Tenderers are invited to attend the information meeting (the “Information Meeting”) on
February 11, 2022 commencing at 10:00 am.
The location of the Information Meeting and site walkthrough will be at: 1890 Spyglass Place,
Vancouver, British Columbia. The Tenderer must ensure they check Site conditions prior to
submitting a Tender.
Tenderers are asked to pre-register for the Information Meeting by submitting the Information
Meeting Attendance Form (Appendix 1) to the Contact Person by email prior to February 11,
2022.
Tenderers must bring their own Personal Protective Equipment (PPE) such as hard hat, goggles,
ear plugs and mask for an indoor site visit.
ADMINISTRATIVE REQUIREMENTS
Tenderers are asked to indicate their intentions to submit Tenders by submitting the Response
Notification Form (Appendix 2) to the Contact Person by email on or before March 1, 2022.
It is the sole responsibility of each Tenderer to check the City’s website at
http://vancouver.ca/doing-business/open-bids.aspx regularly for addenda, amendments and
questions and answers related to this ITT, which the City may issue at any time during the
process, and for any reason, at its discretion.
