“Vancouver Time” will be conclusively deemed to be the time indicated in the electronic timestamp the Tender receives upon receipt at the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.
CLOSING LOCATION
Tenders are to be emailed to bids@vancouver.ca and must be received at bids@vancouver.ca prior to 3:00:00 pm, Vancouver Time (as defined in Note 2), on November 25, 2021 (the “Closing Time”).
Tenders will be not be publicly opened. Tender results can be found within 48 hours of the Closing Time at the following website:

Tenders must be received at the email addressed specified above prior to the Closing Time.
The City of Vancouver is open on business days from 8:30 a.m. to 4:30 p.m., Vancouver Time, and is closed Saturdays, Sundays, and holidays.
Tenderers should submit their Tender by email in accordance with the following:

Zip the files to reduce the size or email separately, if needed.
Do not deliver a physical copy to the City of Vancouver. An automated email will be sent as a reply within a few minutes.
Submitting the files via Drop box, FTP, or similar programs, is not acceptable.
Tenders received after the closing time may be returned unopened.
Faxed tenders will not be accepted.

General Description of Requirement
The City of Vancouver (the “City”) invites Tenders from Contractors to prepare the False Creek Energy Centre (FCEC) facility for construction work in anticipation of two 3.3 MW CYK heat pumps to be installed in 2022.
The Work Site is located at 1890 Spyglass Place in Vancouver, BC. The facility currently has one 3 MW heat pump that recovers heat from sewage, with natural gas boilers for peaking and backup.

Information Meeting
MANDATORY INFORMATION MEETING
Tenderers are requested to attend a mandatory information meeting (the “Mandatory Information Meeting”) on November 15, 2021 commencing at 11:00 am.
The location of the Information Meeting will be: 1890 Spyglass Place, Vancouver, British Columbia. The Tenderer must ensure they check Site conditions prior to submitting a Tender.
Tenderers are required to pre-register for the Mandatory Information Meeting by submitting the Mandatory Information Meeting Attendance Form (Appendix 1) to the Contact Person by email on or prior to November 12, 2021.
Tenderers must bring their own Personal Protective Equipment (PPE) such as hard hat, goggles, ear plugs and mask for an indoor site visit.
ADMINISTRATIVE REQUIREMENTS
Tenderers are requested to indicate their intentions to submit Tenders by submitting the Response Notification Form (Appendix 2) to the Contact Person by email on or before November 18, 2021.
It is the sole responsibility of each Tenderer to check the City’s website at
http://vancouver.ca/doing-business/open-bids.aspx regularly for addenda, amendments and questions and answers related to this ITT, which the City may issue at any time during the process, and for any reason, at its discretion.
Specifications and Drawings will be provided to those who attend the Mandatory Information Meeting.
