CLOSING LOCATION

Tenders are to be emailed to bids@vancouver.ca and must be received at bids@vancouver.ca prior to 3:00 P.M., Vancouver Time (as defined in Note 3), on
April 27, 2021 (the “Closing Time”).

Tenders will be not be publicly opened. Tender results can be found within 48 hours of the Closing Time at the following website:

Tenders received after the closing time may be returned unopened.

General Description of Requirement

The City of Vancouver (the “City”) invites Tenders for the refurbishment of the Burrard Pump Station.

The Work generally includes, but is not limited to:

(a) Burrard Pump Station: Deconstruction and disposal of waste material; abatement of hazardous material; Provide a temporary by-pass system; and Construction of pump station, including structural, mechanical piping, ventilation and electrical work.

(b) Terminal Central Pump Station: Provide a temporary by-pass system; and install a new buried flowmeter. This work is optional to the City.

(c) Charleson Pump Station: Provide a temporary by-pass system; replace existing mixer pump and mast; and replace existing flowmeter. This work is optional to the City.

(d) Kent & Kinross Pump Station: Provide a temporary by-pass system; and repair pump guiderail support brackets. This work is optional to the City.

The Work Site is located under the West Cordova Street Viaduct (at the intersection of Burrard Street) in Vancouver, British Columbia. The Site is further described in the Tender Documents, including the Site Plan attached as Appendix 4.

The purpose of this ITT is to select a Tenderer with the capability and experience to efficiently and cost-effectively perform and complete the Work. Perspective Tenderers should note that only experienced pump station construction and/or modification contractors and/or subtrades are qualified for bidding this project. The Tenderer is required to provide at least three references with details of similar sized construction and/or modification of pump station projects that the Tenderer has completed in the last five years.

Information Meeting

MANDATORY INFORMATION MEETING

Tenderers are required to attend the mandatory information meeting (the “Mandatory Information Meeting”) on March 17, 2021 commencing at 9:00 A.M.

The Mandatory Information Meeting will take majority of the day, with the attendance at each location and travel times.

The locations of the Mandatory and Optional Information Meetings are listed below, in the order of arrival:

(a) Mandatory - Charleson Pump Station: Intersection of Charleson St and Oak St (approximately 50 m east of Easypark Lot 11 – 990 Lameys Mill Road, Vancouver, British Columbia).

(b) Mandatory - Burrard Pump Station: Intersection of Burrard St. and W. Cordova St. Access from ramp at Granville St. and W. Cordova St, Vancouver, British Columbia.

(c) Optional - Terminal Central Pump Station: Intersection of Terminal Ave and St. George St. (adjacent to the Porsche dealership 688 Terminal Ave, Vancouver, British Columbia).

(d) Optional - Kent & Kinross Pump Station: Intersection of East Kent Ave N and Kinross St, Vancouver, British Columbia.

Tenderers attending the Mandatory and Optional Information Meetings shall be required to bring and use their own Personal Protective Equipment, including Hard Hat, Hi Vis Vest, Safety Footwear and Face Mask.

Tenderers are asked to pre-register for the Mandatory Information Meeting by submitting the Mandatory Information Meeting Attendance Form (Appendix 1) to the Contact Person by email prior to 3:00 P.M., March 12, 2021.

ADMINISTRATIVE REQUIREMENTS

Tenderers are asked to indicate their intentions to submit Tenders by submitting the Response Notification Form (Appendix 2) to the Contact Person by email on or before 3:00 P.M., March 25, 2021.

It is the sole responsibility of each Tenderer to check the City’s website at
http://vancouver.ca/doing-business/open-bids.aspx regularly for addenda, amendments and questions and answers related to this ITT, which the City may issue at any time during the process, and for any reason, at its discretion.
