“Vancouver Time” will be conclusively deemed to be the time indicated in the electronic timestamp the Tender receives upon receipt at the email address specified herein, which is in turn synchronized to Network Time Protocol (NTP) provided by the National Research Council of Canada adjusted to local Pacific Time Zone.
Each Tenderer should submit its Tender by email in accordance with the following:

Document format for Tenders:
-Tender – Part B - Form of Tender in PDF format – 1 combined PDF file,

Any other attachments if necessary.
Zip the files to reduce the size or email separately if needed.
Send your submissions to Bids@vancouver.ca do not deliver a physical copy to the City of Vancouver.
Submitting the files via Drop box, FTP, or similar programs, is not acceptable.
Do not submit by fax.
Tenders received after the closing time may be returned unopened.
Faxed tenders will not be accepted.

General Description of Requirement
The City of Vancouver invites tenders from prequalified construction contractors for landfill gas well replacements, and Phase 4 North horizontal side slope collectors at the Vancouver Landfill (the “Landfill”).
The Landfill has been in operation since 1966. It currently serves approximately 70% of the Metro Vancouver region. Its existence and operation are authorized by the BC Ministry of Environment and Climate Change (MOE), under an Operational Certificate (OC) issued to the City for it, and under the Metro Vancouver’s Integrated Solid Waste and Resource Management Plan (ISWRMP). The Specifications and Drawings are incorporated herein by reference and will be available for Tenderers at the following FTP site:

The Specifications and Drawings include the “Master Municipal Specifications and Standard Detail Drawings” contained within Volume II of the Master Municipal Construction Document, except that all of Volume I and the following parts of Volume II thereof are hereby expressly excluded from the Specifications and Drawings and from ITT: Instructions to Tenderers – Part II. General Conditions (including Schedule 17.5.3 Letter Agreement with Referee, Changes and Extra Work flow chart, and Dispute Resolution Process flow chart).
Tenderers are asked to indicate their intentions to submit Tenders by submitting the Response Notification Form (Appendix 1) to the Contact Person by email on or before Thursday, June 25, 2020.
