TENDER SUBMISSION INSTRUCTION:
Tenders are to be addressed to the Supply Chain Management office, 4th Floor, City of
Vancouver, 453 West 12th Avenue, Vancouver, British Columbia, Canada, V5Y 1V4,
and received at Gamaliel.Martinez@vancouver.ca prior to 3:00pm, Vancouver Time
(as defined in Note 3 below), on Tuesday, April 28, 2020 (the “Closing Time”).
Tenders will not be publicly opened.
NOTES:
1. Tenders must be received at the email address specified above prior to the Closing Time.
2. “Vancouver Time” will be conclusively deemed to be the time indicated in the
electronic timestamp the Tender receives upon delivery to the email address
specified herein, which is in turn synchronized to Network Time Protocol (NTP)
provided by the National Research Council of Canada adjusted to local Pacific Time
Zone.
3. The City of Vancouver is open on business days from 8:30 a.m. to 4:30 p.m.,
Vancouver Time, and is closed Saturdays, Sundays, and holidays.

General Description of Requirement
The City of Vancouver (the “City”) invites Tenders for the modernization of the elevator for the Mayor’s Office at Vancouver City Hall.
Vancouver City Hall opened December 4, 1936, and was designated a heritage building in 1976.
Built during the depths of the Depression, The $1 million construction cost was provided by a
special bond issue. City Hall's Art Deco style, sumptuous finishes and period fittings and have
been beautifully maintained in its original condition. Horizontal brass banding that caps the
walls, with a gold-leafed ceiling above and elegantly simple solid brass handrails are mounted
on the inside walls.
This elevator cab still retains its superb ornate brass features and rich art deco panels along with the original COP and hall call fixtures at each level.
The Work generally includes, but is not limited to:
-Replacement of all elevating device drive equipment;
-Replacement of existing heritage COP and hall fixtures with suitable reproductions; and
-Meet all current codes and governing bodies having jurisdiction.

Information Meeting
MANDATORY INFORMATION MEETING
Tenderers are required to attend a mandatory information meeting (the “Mandatory
Information Meeting”) on March 12, 2020 commencing at 8:00 a.m., Vancouver Time.
The location of the Mandatory Information Meeting is 453 West 12th Avenue, Vancouver, British Columbia. Tenderers are asked to meet by the Security Desk on the main floor at City Hall five minutes prior to the commencement of the Mandatory Information Meeting.
Tenderers are strongly advised to bring their intended sub-trades for the Work, including their
intended electrical sub-trade, to the Mandatory Information Meeting. Sign-in at the Mandatory
Information Meeting will be required for all meeting participants, including sub-trades.
Tenderers are asked to pre-register for the Mandatory Information Meeting by submitting the
Mandatory Information Meeting Attendance Form (Appendix 1) to the Contact Person by email prior to March 10, 2020. Tenderers should also provide in their email confirmation the following information for each sub-trade: company name, contact name (person attending the Mandatory
Information Meeting), telephone number and email address.
ADMINISTRATIVE REQUIREMENTS
Tenderers are asked to indicate their intentions to submit a Tender by submitting the Response
Notification Form (Appendix 2) to the Contact Person by email on or before March 27, 2020.
It is the sole responsibility of each Tenderer to check the City’s website at
https://bids.vancouver.ca/bidopp/openbid.htm regularly for addenda, amendments and
questions and answers related to this ITT, which the City may issue at any time during the
process, and for any reason, at its discretion.
