General Description of Requirement

The City of Vancouver (the “City”) invites Tenders to engage a contractor that will complete the mechanical installation for the expansion of the existing False Creek Neighbourhood Energy Utility (the “NEU”) buried distribution piping to extend into the Mount Pleasant neighbourhood and connect new buildings both in Southeast False Creek and in Mount Pleasant. The Contractor shall provide the supply and installation of materials, including all labour, equipment, and tools related to the NEU Expansion, all in accordance with the drawings and specifications, and for the prices tendered in the Schedule of Quantities and Prices (Schedule A of Part C - Form of Tender). The one exception is that the materials for the buried piping (pipe, fittings and accessories) will be Owner-supplied. The Contractor is responsible for receiving and inspecting the Owner-supplied pipe at the designated City receiving site.

The Specifications and Drawings include the “Master Municipal Specifications and Standard Detail Drawings” contained within Volume II of the Master Municipal Construction Document, (printing 2000) (“MMCD”) as supplemented by the City of Vancouver Street Restoration Manual (rev. August 2008), which is made available in the FTP. For certainty, all of Volume I and the following parts of Volume II of the MMCD are expressly excluded from the Contract Documents: Instructions to Tenderers – Part II. General Conditions (including Schedule 17.5.3 Letter Agreement with Referee, Changes and Extra Work flow chart, and Dispute Resolution Process flow chart).

Information Meeting

MANDATORY INFORMATION MEETING

Tenderers are required to attend the mandatory information meeting (the “Information Meeting”) on January 9, 2020 commencing at 10:00 am.

The location of the Information Meeting will be: False Creek Energy Centre, 1890 Spyglass Place, Vancouver, British Columbia.

Tenderers are asked to pre-register for the Information Meeting by submitting the Information Meeting Attendance Form (Appendix 1) to the Contact Person by email prior to January 9, 2020.

ADMINISTRATIVE REQUIREMENTS

Tenderers are asked to indicate their intentions to submit Tenders by submitting the Response Notification Form (Appendix 2) to the Contact Person by email on or before January 30, 2020.
