General Description of Requirement
The City of Vancouver (the “City”) invites Tenders for the upgrade of the existing ice plant in the Britannia Rink Ice Arena.
(a) This project shall include the replacement of an existing shell and tube ammonia chiller and replacement of an existing high pressure receiver. Related piping and electrical upgrades are included in the scope.
(b) The project shall include Chiller replacement, compressor replacement, compressor oil cooling glycol loop installation, new HPR storage tank installation, piping upgrade, control and DDC upgrade, snow melt heat exchanger, coil, and system installation, compressor room ventilation upgrade, safety relief system upgrade, etc.
(c) The Project shall include permits, approvals and certifications by authorities having jurisdiction including approvals / certificates from Technical Safety BC to allow the safe operation of the upgraded Britannia Ice Plant.
(d) The new plate & frame ammonia / brine chiller with a U-Turn surge drum package has been pre-ordered by the City.
(i) Bidders shall contact Alfa Laval Inc. for the chiller selection details and verify price (Alfa Laval reference no.: CASCGAA-2554(a))
(ii) The successful Contractor shall be responsible for the purchase of the chiller from Alfa Laval Inc. and the cost is incorporated into the contract as the Cash Allowance in Schedule A, Table 1.
The Work generally includes, but is not limited to:
(i) Demolition of the existing Ice plant retain items to be reused as specified by the Consultant
(ii) Reconstruction of the Ice Plant
(iii) New house keeping pads and curb to the ice melt pit
(iv) Obtain Technical Safety BC authorization for ammonia charging in ample time to complete the work for substantial completion
(v) Supply, install and remove a temporary modular construction site enclosure for the duration of the project or as determined timeframe
The Site is located at Britannia Community Services Centre – Ice Rink, 1661 Napier Street, Vancouver, British Columbia. The Site is further described in the Tender Documents listed under Appendix 3.

Information Meeting
Tenderers are invited to attend an information meeting (the “Information Meeting”) on May 22, 2019 commencing at 10:00 am.
The location of the Information Meeting will be: Britannia Community Services Centre – Ice Rink, 1661 Napier Street, Vancouver, British Columbia. Meeting point will be at the ice rink main entrance lobby.
Tenderers are asked to pre-register for the Information Meeting by submitting the Information Meeting Attendance Form (Appendix 1) to the Contact Person by fax or email prior to 1:00 pm on May 21, 2019.
ADMINISTRATIVE REQUIREMENTS
Tenderers are asked to indicate their intentions to submit Tenders by submitting the Response Notification Form (Appendix 2) to the Contact Person by fax or email on or before June 6, 2019.
