General Description of Requirement

In 2014, Vancouver City Council, acting on recommendations from the Mayor’s Task Force on Housing Affordability, approved the creation of the Vancouver Affordable Housing Agency (the ‘Housing Agency’).

The Housing Agency is an entity that is separate from, but accountable to the City of Vancouver, with the City as the sole shareholder.  Its mandate is to expedite the delivery of affordable housing options to achieve the objectives set out in the City’s Housing and Homelessness Strategy (2012-2021) by facilitating the development of selected City-owned sites. 

This Request for Proposal  (PSVAHA2017-05) is to enable the Housing Agency to procure a development partner(s) to facilitate the development of three sites, one at 1190 Burrard and 937 Davie Street, one at 1210 Seymour Street and 560 Davie Street and one at 177 West Pender Street. Avenue. Development at 1190 Burrard and 937 Davie Street is to include approximately 118 units of new affordable rental housing and a new purpose built facility for QMUNITY, British Columbia’s queer, trans, and Two-Spirit resource centre, in a mixed-use development in the Downtown South neighbourhood, adjacent to the West End neighbourhood. Development at 1210 Seymour Street and 560 Davie Street is to include approximately 99 units of new affordable rental housing in the Downtown South neighbourhood.  Development at 177 West Pender Street is to include approximately 90 units of new affordable rental housing in the Downtown Eastside neighbourhood.
