SUBMISSION OF PROPOSALS

Proponents should submit their Proposals on or before the time and date specified in the bottom row of the table in Section 2.1 (the “Closing Time”).

Each Proponent should submit its Proposal by email to bids@vancouver.ca with the Proponent’s name and the RFP title and number in the “subject” line (“Employee and Family Assistance Program Services; PS20180502”.

To be considered by the City, a Proposal must be submitted in the form set out in Part C (the “Form of Proposal”), completed and duly executed by the relevant Proponent.

Amendments to a Proposal may be submitted via the same methods, at any time prior to the Closing Time.

Proposals are revocable and may be withdrawn at any time before or after the Closing Time.

DO NOT SUBMIT QUOTATIONS BY FAX, PHYSICAL COPY, DROP BOX OR FTP LINK.

Proposals received after the closing time may be returned unopened.

Faxed proposals will not be accepted.

General Description of Requirement

The RFP concerns the City’s interest in procuring the services of an appropriately and duly qualified professional(s) to provide personal counselling services to City employees under the City’s Employee and Family Assistance Program (EFAP), which is a City, as employer, program by which City employees may call a readily accessible telephone number available 24 hours a day to receive access to a multitude of counselling options and/or receive in person counselling services. Details of the City’s objectives and requirements to which the RFP relates are set out in Part B of the RFP. The City welcomes proposals that are responsive to this RFP (“Proposals”) respecting innovative or novel approaches to the City’s objectives and requirements.
