General Description of Requirement

The RFP concerns the City’s interest in procuring a consultant (“Consultant”) to develop the City of Vancouver’s subarea transportation demand model (EMME 4). Details of the City’s objectives and requirements to which the RFP relates are set out in Part B of the RFP. The City welcomes proposals that are responsive to this RFP (“Proposals”) respecting innovative or novel approaches to the City’s objectives and requirements.

The City is seeking a Consultant team with expertise in:
- EMME 4 modelling software;
- Travel demand modelling principles and methodologies;
- Developing and calibrating EMME travel demand models;
- Providing documentation and training in EMME software;
- Track record and ability/resources to support the resulting subarea model for at least three years post-development; and
- Active transportation, transit planning, traffic operations, project management and administration.
