General Description of Requirement
The RFP concerns the City’s interest in procuring the services of a qualified consultant to develop a Master Plan for the Sunset Nursery and Operations Yard. Details of the City’s objectives and requirements to which the RFP relates are set out in Part B of the RFP. The City welcomes proposals that are responsive to this RFP (“Proposals”) respecting innovative or novel approaches to the City’s objectives and requirements.
The City of Vancouver invites the submissions of proposals from qualified consultants to develop a Master Plan each for two Vancouver Board of Parks and Recreation Works Yards:
-Sunset Nursery and Operations Yard
-Stanley Park Service Yard
The Master Plans will be the result of a comprehensive study to be undertaken by the successful proponent and will include:
-A review and verification of the city provided inventory of structures and major equipment on site.
-A Needs Assessment to be developed through meetings with stakeholders.
-A Functional Program.
-A high-level review of 3-4 other city works yards for any functional overlap or synergies that could inform the future planning of Sunset Nursery and Operations Yard.
-A Building Code Compliance and Fire and Life Safety Assessment for each building on the following sites:
-Sunset Nursery and Operations Yard
-Stanley Park Service Yard
-VanDusen Garden Service Yard (Maintenance Building and greenhouses, and Glasshouse located in VanDusen Gardens)
The final Master Plan will detail a 25 year future vision for the site with considered phasing to minimize impact on current operations.
