General Description of Requirement
The RFP concerns the City’s interest in procuring a qualified provider who is client-focused, interested in partnering with the City for the long term, and willing to offer flexibility in administering its group benefits plans in accordance with the City’s current and future needs and expectations. The City’s primary objectives for this RFP are to select a provider that offers competitive, but reasonable and sustainable financial terms as well as superior service levels. Details of the City’s objectives and requirements to which the RFP relates are set out in Part B of the RFP.
The RFP will be conducted in two phases. Proponent’s proposals in Phase 1 shall each herein be referred to as a “Phase 1 Proposal” and proposals in response to Phase 2 shall each herein be referred to as a “Phase 2 Proposal”. “Proposals” shall mean collectively Phase 1 Proposals and Phase 2 Proposals.
