General Description of Requirement

The RFP concerns the City’s interest in procuring an Operations and Space Needs assessment in order to develop a comprehensive Functional Program that takes into consideration all of the Vancouver Fire and Rescue Services (“VFRS”) supporting operations, provided on ancillary sites across the False Creek Flats. Some of these services include; administrative functions, fire training, driver services, a heavy fleet/vehicle maintenance facility, fire investigations, fire
prevention office and Heavy Urban Search and Rescue (“HUSAR”) — but excludes emergency response services.

The results of this functional program will serve as a strategic guide and basis for clarifying and defining needs and relationships that will best support current and future VFRS operations in anticipation for the construction of new facilities, and renovation and upgrades of existing facilities. It will describe major needs, incorporating an understanding of flow and critical adjacencies in order to best support VFRS current needs, while allowing maximum flexibility and consideration for future expansion and growth, along with innovation within Operations.

This will be developed from detailed interviews with the various business groups/stakeholders and formulated using evidence-based service requirement projections, including potential improvements to business processes where appropriate.

Details of the City’s objectives and requirements to which the RFP relates are set out in Part B of the RFP. The City welcomes proposals that are responsive to this RFP (“Proposals”) respecting innovative or novel approaches to the City’s objectives and requirements.
