General Description of Requirement

The RFP concerns the City’s interest in procuring the services of an experienced consultant complete a hydrogeological review and water quality review for the Vancouver Landfill covering the five year period from 2013 to 2017 and . Details of the City’s objectives and requirements to which the RFP relates are set out in Part B of the RFP. The City welcomes proposals that are responsive to this RFP (“Proposals”) respecting innovative or novel approaches to the City’s objectives and requirements.

The City intends to hire a consultant to provide professional services to complete the following:

-complete an annual review of the Water Quality Monitoring Program and associated data for the Vancouver Landfill for each of the 2017, 2018, 2019, 2020 and 2021 calendar years;

-complete a hydrogeological review covering the five year period from 2013 to 2017 (inclusive) for the Vancouver Landfill culminating in the “2018 Hydrogeological Review”;

-conduct a geotechnical investigation, including settlement and seepage analyses, based on existing technical specifications;

-develop a stormwater management strategy for the Landfill;

-prepare the technical specifications, and prepare and implement an installation plan for a remote monitoring system for water levels for leachate and stormwater based on existing recommendations and continue with monitoring as recommended for the remainder of the contract period; and,

-provide periodic consulting services over the contract period to address recommendations associated with related or other project work and unplanned events.
