General Description of Requirement
The purpose of the ITT is to invite tenders from qualified construction contractors for
performance of the work required (the “Work”) for the construction of landfill closure and gas
works in the phase 3 southeast area of the City of Vancouver (“City”) landfill facility located in
the Municipality of Delta in British Columbia (the “Landfill”). The project is known as the
Phase 3 Southeast Project (the “Phase 3 SE Project”). The ultimate objective of the ITT is the
selection of a Tenderer with the capability and experience to efficiently and cost-effectively
perform and complete the Work.
The Landfill is owned and operated by the City, and serves approximately 40% of the Metro
Vancouver region, specifically, Vancouver, Delta, Richmond, White Rock, UBC/UEL, and a
portion of Surrey. It has been in operation since 1966. Its operation is authorized by an
Operational Certificate (OC) issued by the BC Ministry of Environment pursuant to the BC
Environmental Management Act and Metro Vancouver’s Integrated Solid Waste and Resource
Management Plan. The current operating agreements with Metro Vancouver and the
Corporation of Delta expire in 2037. Additional information on the Landfill can be found in the

Information Meeting
MANDATORY INFORMATION MEETING
Tenderers are required to attend the mandatory information meeting (the “Mandatory
Information Meeting”) on Friday, February 17, commencing at 10:00 a.m.
The location of the Mandatory Information Meeting will be: Vancouver Landfill, 5400 72nd
Street, Delta, Vancouver, British Columbia.
All persons attending the Mandatory Information Meeting on behalf of Tenderers must bring
their own personal protective equipment (PPE) consisting of steel toe footwear, high visibility
vests, and safety glasses.
Tenderers are asked to pre-register for the Mandatory Information Meeting by submitting the
Mandatory Information Meeting Attendance Form (Appendix 1) to the Contact Person by fax or
email prior to Wednesday, February 15, at 3:00 p.m.
ADMINISTRATIVE REQUIREMENTS
Tenderers are asked to indicate their intentions to submit Tenders by submitting the Response
Notification Form (Appendix 2) to the Contact Person by email on or before Thursday, March 2,
2017.
